End-point assessment

End-point assessment (EPA) is the final, independent check that an apprentice has met the knowledge, skills and behaviours (KSBs) set out in their apprenticeship standard. It happens near the end of the apprenticeship, is carried out by an assessment organisation independent of the employer and training provider, and passing it is what triggers certification.
Why it matters
For an employer, EPA is the moment that turns training into a certified outcome — get the gateway readiness wrong and you delay certification, not just disappoint the apprentice. It's also worth knowing what EPA usually looks like in practice: most standards assess apprentices on their real work, through a portfolio or project review and a professional discussion, rather than a written exam. That matters if anyone on your team is anxious about test conditions — for most standards, there isn't one. A knowledge test only appears where the standard's own assessment plan requires it; that's the stated exception, not the default, and the method is set by the standard, never by the training provider.
How it works
- Who sets the method: each standard's assessment plan defines the exact EPA method — this isn't something a provider or employer can choose or vary.
- Common formats: project or portfolio review, professional discussion, practical observation. A knowledge test appears only where the assessment plan names one.
- Who delivers it: an independent assessment organisation, separate from both the employer and the training provider, so the final judgement doesn't sit with whoever did the teaching.
- Gateway: the apprentice must meet "gateway" criteria — usually completion of the required off-the-job training and any mandatory qualification components — before EPA can start.
- How it's funded: EPA is paid for out of the same apprenticeship price as the rest of the training, funded through the employer's levy funds, government co-investment, or a levy transfer, depending on how the apprenticeship itself is funded. It isn't a separate, additional charge sitting outside that price.
- Outcome: passing EPA is what triggers the apprentice's certification — it's the final gate, not a formality.
